does it work on brick?

Yeah, it worked on my brick townhouse--it lifted off the paint without doing any damage to the brick.

Does it work on plastic bumpers? Will the ingredients damage it?

I used it on a cars paint surface to remove spray paint and it did not damage the clear coat. I had a bit of over spray from the vandalisim on the plastic flares and was able to get it off with no damage. I don not think you will have an issue but test a small area first. This product works great

Does this work on cement

I used it to remove spray paint graffiti from a smooth troweled stucco / cement wall. The paint had been on for weeks. The few minutes the bottle called only took off a little , but then we tried again, left it on for several hours and were able to rub it off with a stiff brush. It worked great. Completely removed it.
