as far as I know yes you can, do it gently at a spot to try it out

How many square feet or inches will this cover?

I paint fairly thickly, sometimes in patches, sometimes all over, and I can layer a 30x40 canvas and usually have some molding paste left over. Still, I recognized if I wanted to do an unworried amt of coverage I needed the gallon size. But I have a variety of sizes and often use the smaller emptied containers to store left over mixtures of colors. Either way, very fun stuff to work with!

Can this be used on felt?

Probably, but doubtful if without buckling unless thinned with gel or water.
