Will it fit a 42"x42" square table? Cant find one anywhere :(

It would probably work but it is very thin plastic and not worth the price.

I'd like to use this as a cushion cover for my round outdoor papasan chairs (50'W x 50"H x 4"D) - will this fit, or is it only for a thin tabletop?

I believe that will work as a cover. My table is 60" round and it covers the top and has a good 8" under the rim of the table. It is however very thin. I bought a heavy duty elastic plastic cover for my outdoor patio table (from Amazon) and it is plastic on top but padded which gives it more strength. If you are storing in garage and only worried about dust the first option would work but if they are outside or need more protection maybe look for the thicker alternative. Sorry for such a long response.

Can you put this over a fabric table cloth to act as a barrier between my tablecloth and overlay

I doubt it. It was barely big enough for the table.
