Q: Is it pretty loud? It is stero speakers?

They're small, so don't expect miracles. It also depends where/how you install them (ideally into a board with a cut-out just wide enough to fit it into, snugly). -- Since you get 4 of them, you could build 2 stereo devices! Or you could run 2 of them connected to each stereo amplifier channel in parallel (but that would require an amplifier that is ok with 4 ohm speakers).

Q: Will these work for HO scale trains? Are they loud enough?

They are not particularly loud. I am not very knowledgeable about trains so I don't know how loud you need it. I used them for a voice output switch to assist a student with disabilities and the switch must be turned up fairly loud to hear. Hope that helps.
