I would use pop rivets with FENDER washers.

Yes, as long as you have enough clearance.

You would need to cover the entire floor (wall to wall) with MLV for it to be effective.

Q: If I stick this to my wall, will it block the noise I make from the other side of the wall?

Not entirely sure, but one would think it would. Sound is vibrations in the air and this material absorbs the vibrations so you would think it will work both ways.
