The paper size is approx 8 1/2 x 12 ins, so yes it can be used to print a 5x7 photo

is it 100 sheets or 50 ?? In the product description says 50 sheets but in the annoucement says 100 ?

It is 100 sheets. It prints out very well, good quality photos on an hp printer.

is this "proper" photo paper ?

In my non-specialist capacity and for my purposes - yes. I have purchased this product on several occasions for producing many photo quality award certificates.

Can this be used with an HP Officejet 3830 printer?

I use this photo paper in my HP7520, but it has a photo paper carrier. The 3830 does not have a carrier, but on looking at the online specs that printer allows the use of many sizes up to A4, including 6x4 / 150x100. I hope this helps.
