Brand new to the sport: do the flights come attached? Sending darts from another co back b/c can't get the flights on!

No the flights don’t come attached. There is a small tool to spread the prongs where the flights go, but I found these easy to slide in without using the tool.

What do they call the feature on some darts where you can push the tip in a little bit, like it's spring-loaded (to prevent bouncing off the wire)?

Never heard of such a dart and don't understand how it would even work. Does suck when you hit the steel and dart ends up putting a small hole in the flooring.

Where are these made?

Some sort of metal. They are pretty heavy. Two different weight points also.
