How many pounds does it hold?

I do not know about maximum cat weight. It depends not only on weight but how your cat acts in a carrier. I had no problems with my 13 pound cat in the carrier but she is shy and quiet. I would not use the carrier for my eight pound former feral Torti that panics when put in a carrier. It is not the sturdiest carrier but it is well made for a plastic carrier and I love that it folds nearly flat for storage.

Will this fit under the seat in a plane

No it won't. Its pretty spacious for a cat carrier which is a plus for it. It's really both too tall and wide to fit under a plane seat unfortunately. It would be nice to see a "travel" version of this carrier for that purpose.

Is it gray/tan or grey/blue? (Previous answers say both, which is confusing)

The body of the carrier is a slate blue/gray and the door, handle and locks on top are beige. I hope that helps. I must say everyone at the vet's office loved how easy it was to get the cat in and out. It was also easy to secure with a seatbelt in the car.

What type of latches does this carrier have? Are they secure?

The door handle is a swivel latch. Very secure every time I use it. I have several carriers of this type. I have used the carrier for cats weighing up to 12 lbs with no problems. The wife opening door makes it very easy to get a cat in the carrier, especially for cats who do not like getting in the traditional box type carriers. And it folds flat for storage. I use this carrier I often as I volunteer with an animal rescue organization.

Love this!

I have had the big bulky ones and many others but this one is my favourite. It is very light and has decent space for the cat. The frame has metal wire in at the bottom to keep it strong and solid and the side latch is plastic but hard plastic and locks into place quickly and easily, the same for the top latch.It just folds down and sits in a cupboard until it is needed.
