What temperature is this rated at? (outside marking on the pvc)?

1. I am not with Amazon or Woods. 2. Your question is very hard to answer, as there are no standards for what you ask. If you are asking in what temperatures this cord can operate, I would be very comfortable saying 0 to 120 degrees F. BUT a lot depends on the load on the cord. If you are running more than 10 Amps, OR are using this with other extension cables, then you know if can get quite hot. A 10 Amp load on 50' of 16 gauge extension cord will look like (to the box it is being fed from) 12-15 Amps; likely tripping a circuit. ALSO a 16 gauge wire might be all copper, or have some aluminum in it; again increasing its "load" and making it hotter. Exterior temps (at least 0-120) actually take a back seat to the load on the cable. (I no longer own this cable - and cannot answer your direct question; my daughter "stole" it when she moved into her apartment.)
