Are the fermentation bacteria still alive in it after rehydration?

No scientific reason for them not to be ... you're not heating it. I use this product for making greek yogurt & to make milk when making creamy mashed potatoes ... I find it excellent for both.

Does the buttermilk powder need refrigeration?

No, it doesn't need refrigeration before or after opening. It has a reasonable shelf life. I purchased it in March 2021 and it was labelled best before March 2022.
