I ordered one box of paper lips and received 1200 what do I do ?

They usually do come in multi-box packs... you may have ordered one 'pack'. Most are actually 3, 6 or 12 boxes since they are so inexpensive. If you don't have a need for that many, you can always give some away.

Country of manufacture?

I did not buy that paper. I bought something in a similar box, but it was paper clips. They were what I waned, but I had to buy 3 boxes. I gave two boxes away.
