can this lock be cut with a cable cutter?

how do I reset the lock on the schwinn combo lock?

How come preset combination (0000) did not work? I could not unlock it at all.

When I purchased one, it had a little red plate attached to it with the four digit combination that was a random number. Mine was something like 4783.
