Are the tea bags individually wrapped in envelopes?

Yes, they come in very nice looking envelopes that have a similar appearance to the product packaging.

What are the ingredients?

Black tea, papaya bits, flavors: caramel and chocolate. We used to haul this home from Paris until we discovered we could order it on Amazon.

Is this toffee caramel tea caffeine free?

The packaging is not labeled accordingly. I would assume it is caffeinated because it is not stated caffeine-free. However, it is delightfully yummy.
