Can this pump lay on its side and still work effectively?

Suppose it's possible, as long as the side that water is drawn into is exposed and you have enough room in whatever the pump is in for the hose to snake up to the surface if that makes sense. It's a very powerful pump, so that's not going to be your issue.

Will this be proper for a 10 gallon tank?

Hard to answer without knowing what your trying to do. Its a centrifugal pump moving water. Is there a filter, height need,etc What?

Can this be used for just pushing air through the tube if i set it outside of a tank?

This isn't an air pump, you will likely burn out the motor. Get an air pump to push air through tubing.

Is this pump completely submersible?

Yes, I use it in an outdoor fountain, passing the cord out to a power connection. I just take it in in winter so to avoid freeze damage.
