Will my 6 foot tall husband be okay in this chair?

I'm 6' 2" and weigh 220 (all muscle!), and it's comfortable for me. The pillow fits me well in any of the reclining positions.

Does this also recline flat?

No it has a few slots for reclining. You are about half way from sitting straight up and lying flat. We've had one for several years and I thought the not folding flat was going to be a problem but I just use a towel on the ground when tanning by back. Nice chair and the pocket on the back easily holds two good size beach towels, snacks, water bottles and sunscreens.

What is the secret to folding up the chair?

Tip the chair forward so back legs come off the ground. Reach behind and push the back legs down toward the ground. Whole chair collapses on itself. Bag pouch contents remain but the drink holder will definitely tip.

Can I sit in this chair in shallow water (shoreline or shallow stream) without it rusting or harming the fabric?

I am not sure. But if you sit in your chair in shallow water, I would rinse and dry your chair.
