Can you adjust the side laptop clamp positions so there is room for the CD drive to open?

That depends on where your CD drive is located. I was able to mount the clamp that holds the right side of the laptop in the lowest slot. It just squeezes in below a USB and audio port located below the cd drive. The only other way would be to mount the clamp over the CD drive and pop it off when you want to use the drive.

How long does the c-clamp need to go inward from edge of the desk so that it can stay tightly stable? My desk's edge only sticks out 1 inch

I have almost 5" desk overhang... the clamp definetly uses 2.5". 1" will not be enough to secure... But it does come with the ability to mount in a circle cut hole top of desk.

I’m setting up a mobile office in my van can I mount this to the wall and drive with it installed ?

No, you need to buy the vehicle mount that is verticle and bolts below on left side of passenger seat where the seats bolts done on the floor board. They make vehicle mounts and I would advise you buy the ones that are closer to $100 or more for stability and the optional adjustability
