. Has anyone figured out how to reset the settings to default? Ive got a dark blue screen when i went to change the resolution to 4:3 and cant get it

set your pc or pi to a resolution of 1024x768 - plug into controller - on the controller board press MENU-LEFT-LEFT-LEFT-MENU-LEFT-LEFT-LEFT-LEFT-LEFT-MENU-LEFT-MENU - at this point the screen will blink after the factory reset. it will take a little time for the color to return to monitor but this worked for me

Can you use this for a tv screen or desktop monitor panel provided the panel is LCD?

I think you can. It has the connectors for them. I actually haven't Assembled mine yet
