Are these rust-proof?

I do not know if they are actually rust “proof” however have owned them a few months and have not seen any sign of rust

When attached to the wall, how far does the flat surface (that attaches to your thing) stick out from the wall?

The threaded post is 3/8 in from top of suction cup

What is diameter of screw head? Want to place air hose over screw head and use in turtle tank to corral duckweed so I need to know what size air hose.

I'm not sure this helps the screw thread diameter is 3/16" the plastic nut dia. is 9/16" there is really no screw head the screw is connect to bottom half of a flat metal piece press fit to a top piece through what I'm guessing is a 3/16 " hole in suction cup.

How much weight do these hold? How long before they fall off surface?

I bought these to hold up a bird feeder that suctions to a window. They were a lot smaller than the original suction cups so I was skeptical. However, they worked great! No falls with it filled with bird seed and birds landing on it.
