is this safe to use on fuel tanks to clean prior to rust protection?

If the tank is metal it should be ok.

Would this be good at removing gloss paint stains from my carpet?

It would certainly remove paint but if left on too long would also remove the dye.

Can this be used on cement to stop effervescent?

Our product is a thinner for certain other paint products within our range and is untested for this application. Given the nature of the caustic nature of the effervesence from cement, a non-polar solvent is unlikely to have any effect, but if you know otherwise, do please let us know.
