Q: Does it have underwire?

Yes. I usually hate underwire bras. Didn't realize this had one but it really doesn't bother me. Seems lighter than underwires I have had before. I wouldn't buy it again but am keeping this one and using it comfortably.

Q: Do the straps have adequate adjustment length to loosen and be tightened? Also, does the band stay in place with a lot of arm / waist movement?

We straps have adequate adjustment the underwires though do tend to cut in

They are adjustable. Unknown what "all the way" means.

Q: Are the insides of the cups lacey?

No, they are not. Wouldn’t lace inside the cups be scratchy?
