Q: Would these stretch over 12 mm glass straw?

Yes, these straw covers are flexible and will fit. But there are no closures at the top. I use for identification of beverage.

Q: Will these work on paper straws?

I would not think so, as tips fit snuggly on the various sized metal straws.

Q: will these work on plastic straws? I have plastic straws from Starbucks I use and would like to know if it'll work on them?

Perhaps if they were hard plastic, but I think straws may crack from pressure of putting them on? Probably not!

Q: Does this fit skinny straws? 20 oz skinny tumbler size?

Yes I have the skinny metal straws. If your a tumbler and pen maker I also use them in the top of the pen so not to get epoxy inside the pen.
