I don't know how these previous answers were allowed on here but as a mason, I can safely answer this question with a yes. This tool is generally used for screeding/striking off concrete. I could only assume that it being a straight edge could help with many other applications like plaster, stucco, drywall, etc.

Can the handle be clamped off center Closer to the edge and how long is the handle?

Yes you can! the brackets allow you too. and the handle bar is quite good size 3 ft on the 48 inch or 4 ft level. the 96 inch might have a 5 ft handle bar! Hopefully it answered your questions
