Q: Can you get a blow dried, curled slightly at the ends type of look with this?

It wouldn't curl my hair, did try it though!

They take a lot longer to work on wet hair. So no.

Q: Is this good for straightening hair from scratch, or only for touching up previously straightened hair?

I've got naturally frizzy hair and I don't recommend this brush at all!! It didn't touch my hair. I returned it and bought the ghd glide brush, which is slightly cheaper and works better
