Can this unit be used to power a slot car track. I run 1/32 scale?

Does this fine tune amps to milliamps? meaning could this tune to 1.5 amps or even low enough to 400 milliamps?

Is this limited to 5 amps or 150 watts. If run at 5v DC can it run above 5 amps, for example can it put out 5v 10amp?

I can't set the current above 40 mA, and if I change it the voltage slowly dwindles to zero. Suggestions?
