Yes I fitted this tyre to an ordinary mountain bike rim & used a 26"x1.25" inner tube. works a treat.

Q: Would they be ok for a road bike tyres say 700 x 26c ?

The question came by me because I ordered the 26 inch ones which are for mountain bike wheels, not road. I'm sure they do a 700 version for road wheels. And in case I'm missing something I only use these on rollers or home training setup, never on any other surface.

You would need an inner tube with this product but Sorry this will not fit your mountain bike wheel. You will need to look elsewhere.

Q: Would I need to buy an inner tube with this?

Yes. I don't remember having one included. You should buy the recommended size tube with this as I found fitting the tyre with a spare inner tube I had hanging around fiddly but not too difficult, but I probably would have bought a narrower inner tube with this in hindsight.
