Q: Does this act like a real punching device, Like throwing a punch at you or is it just to practice weaving?

More like practice weaving. I don't use it anymore, if you touch it it start bending down. In addition, it only fit on a really big bag. I won't recommend it.

It trains you to dodge punches(defensive tactic) while hitting bag(offensive tactic)

yes there is enough slack in the straps to allow this

Q: Can it be use on a bob punching bag

It can fit bags with a width of 13" to 20"
