Q: can these be used for oil or vinegar?

If it fits the bottle properly, you can use it. Remember to clean after each use.

Q: Do they restrict flow at all?

No not at all and is a lighter flow. I love them! Use for all wine bottles, most liquor bottles, also use in my infused oils and vinegars.

Q: Do these fit 18 19, or 19.5 bottle opening?

These should be. I use them for several bottles without any problem.

Q: If you need to store the wine bottle horizontally in the fridge, can you trust it not to leak?

We have done it before but it is not meant to be a "sealed closure" to lay bottles down horizontally so be cautious.
