Q: Can I put these on a RIO Beach Cart?

This Beach Balloon Wheels probably can't fit a RIO Beach Cart.

Q: Will I be able to use these to replace the tires on my wagon?

It depends on your wagon. The axle size is 25 mm. In other words 1". That is using the included bearings. You could replace the bearings with something to use a smaller diamenter axle. You'll have to measure to see if you have enough axle length to fit. Use the measurements in the description.

Q: Where can I buy an axle shaft to put these on a custom built cart?

Try a local machine shop. I’ve been round and round with Vevor and they have no solution.

Q: What is the real axle size? Is it the recommended 5/8" or 25mm? If 25mm, whete dies one get that and at what price?

The wheels I purchased had a 25mm axle bore and I fabricated my own aluminum axle sleeves with materials purchased from the Amazon marketplace.
