Q: I've never done a repair like this before. Is it necessary to sand down the rust first?

I don't know if it's necessary but I cleaned the area with Lime Away 1st to remove any rust or mineral deposit on the metal dishwasher rack.

Q: Will this product work to reattach a prong ?

Ours was almost rusted thru and product cover spot. It was very thick but easy to applie. Did not look good but did the job

Q: Does this cover and surround large areas up to 1 inch long?

This is applied with a brush so it should cover an inch with no problem. I would apply it in a well ventilated area. I put two coats on and it seems to be holding up.

Q: Is this good for freezer racks also?

It should work on a freezer rack. I used on a dish washer rack and it has performed really well.
