Is this hand wash antibacterial?

i looked at the ingredients according to the picture and it has a surfactant in it. I think as long as you follow the CDC guide lines for the amount of time (i think its 20 seconds) you wash your hands, anything that suds up has some type of anti bacterial component

Why is this so expensive? Same brand and size is less than $4 at Wal-Mart
