Q: do these sit low on the waist or are they a full rise?

NO! they're extremely HIGH, almost all the way up to the belly button like women body armor. Fit right, thighs are not roll-up, nice material, nice and comfortable waist band.....but raise too high (appx 2'-2.5" higher) compare to any other brands that I have.

Q: Do these keep sweat (aka swamp crotch) cool and under control?

They will fray and develop holes in a short time period if you wear them wet and sweaty for an extended time like playing golf. I've had these since June and they've developed holes in the crotch.
