Q: When the lock is triggered to open, why does one latch open and the other does not??

That was the issue with the old strike I replaced- both latches have their own solenoids & one of the solenoids failed. If you are having this issue with a new strike, it possibly could be defective. You might also want to measure your voltage and make sure your door controller is putting out enough to energize both solenoids.
