yes. it does. it works great. my friend loves it. i bought it as a gift. he uses it every day to carry water, lunch and also wine on occasion.

it will fir over a handle about 2" in diameter

Q: How many packs of Icelandic hot dogs will this hold and will it keep them cold for a 6 hour flight?

It keeps beers cold for about 3 hours with ice in the hot sun. 6hours would be a stretch, buy a more insulated cooler bag. A Yeti would do it but probably 4x the cost of your hotdogs.

Q: Can this fit champagne bottles?

Yes, it will hold 2 bottles of champagne.
