Does this come with a stand that holds all the highlighters?

Yes a long black plastic stand that has slots for all 23 highlighters.

I haven't been using them long, but they seem fine. I have used their fine line markers for a few years now and haven't noticed any fading.

Does this 23-color set contain every boss color? if not, what's missing (or discontinued)? tia!

Yes this set contains all active BOSS colors.

Is the red a true red?

Unfortunately not. It is more of a salmon color.
