Would these work with Look Keo Classic pedals?

Same pedals I have and got these a couple of weeks ago. Work perfectly. Would recommend getting covers or get trashed very quickly if you have to walk in them.

Do these come with washers and bolts etc

Yes, they come with everything you need. Would recommend getting clear covers if you do any walking around in them as they get trashed pretty quickly otherwise.
