It's a hard drive, it'll work fine under Windows 10 but this type of drive would be best for long term storage, i.e. use it to backup or store large files while using an SSD or better yet nvme drive for your boot drive.

One reviewer stated that these Exos drives do not spin downwhen idle if setup to do so, is this true?

Yes this is true. It's also quite a noisy metal case for the drive.
