Q: will this item stick a metal infill plate to a rusty wheel arch? is it an suitable alternative to welding?

It will hold for some time until the further ingress of rust degrades the bond. Welding to rusty metal is also not a permanent repair.

Q: Can this withstand heat ie exhaust box

Hi, they don't list it as a high temperature product, so I would assume it is not suitable for exhausts.

Q: Would this repair a outboard motor used in salt water

I have used this for many repairs to metal sucessfully but I do not think that the bond between the engine metal and the filler would survive the expansions and contractions due to heat in your case

Q: would this product be okay for fixing steel pins into concrete

Never tried it but do not see why it would not work. Can you try it on an odd piece of material?
