Q: Is this strong enough to cut thick carpet?

It will cut carpet yes. It’s the blade that cuts, the handle is I bit thin and I’d recommend a thicker handled knife. Not the most comfortable to hold and use. You want something with a chunky handle for carpet. They all use the same blade so just get a decent handle

Q: How do i get this to workI cant get the knob for the blade to move at all, I've tried every way i can think of to get it to move but it won't. I can't

The button needs to be pressed down and slide forwards and backwards. There could also be a plastic tag stuck inside the mechanism that needs to be removed by undoing the screw, removing the case and then removing the plastic tag holder inside the slider.
