Helly-HansenWomen's Qd Cargo Shorts

I wear a 28 in the only pants I have that are sized that way, I wear a size 8 in all my other shorts. I started with a 28 and they were so small I jumped to 30 and ordered 3 pair because I really like them otherwise. 2 of the 3 fit ok in the waist but were skin tight otherwise, the other was still too tight in the waist. I don’t know what to advise because the only other review said they ran big. I don’t usually by pants that are sized this way so maybe the only brand I buy that way are sized wrong.
