Q: How often do you need to disassemble and thoroughly clean this fountain?

I recommend weekly washing by hand (no dishwasher) in a lightly soapy Dawn bath with very thorough rinse in plain very warm water and towel dry. It's important to disassemble the pump to clean possible hair or slime from the propeller and magnet. I bought my 1st Drinkwell Plat in 2011 and it is still running at my daughter's house with only a pump being replaced recently in 5.5 years. We need to refill the reservoir weekly so that is a good time for us to clean it thoroughly and we have gotten really good at washing all the parts and cleaning the pump in less than 15 minutes. Rinse the filter in plain warm water (no soap) will extend the life as well.

Q: Can this be used outdoors under a covered porch? And does this have enough water flow to keep mosquitoes from laying eggs in the water?

I would not advise that given the electrical plug is not rated for outdoor use... I live in FL and there are plenty of mosquitoes inside and I've never seen them lay eggs in water (though I recommend cleaning it at least once a month and exchanging filter).
