Because you need those basic necessities all the more the man for them rises. Raising the prices on necessities during something such as a disaster it's not only just plain wrong but it illegal. Spray paint not a necessity. Also any price adjustments that's not made during a disaster is called supply and demand. And it's what made America the great nation ir is today. It's called free trade.
