Will this work under the tracts of a steel shed placed on cement to keep water out?

Yes it will work. Place caulking between metal and cement ,then seal along the edge on the outside of metal strip. Very little shrinkage even after it drys.

Can I use it for expansion joints on the exterior concrete block walls?

Probably not. It is flexible but I don't think it will Last very long.

Does this clear dry more of the "milky/opaque" clear, vs the crystal clear/transparent?

it dries clear cant hardly tell its on there but takes awhile to dry clear<
