Can the belt be fastened at the side so user can fasten?

No. One of the reasons I purchased for my late husband was rhat he could not unfasten it.

How long are the straps--will they fit around a lift chair/recliner?

Depends upon the size of the patient. We use them in chairs, wheelchairs and a glider swing seat. They work great.

Will this work with a large armed office chair as well?

I don’t know. I just got it. It appears to be washable via the material of which it is made. If not stated on item I would wash it. Could be wiped with wet/cleanser filled rag
