Q: My shrimp were so tiny when I got them, I'm assuming that they are just so young, my question is, will they be ok in a tank with a in tank filter?

Place a sponge over the filter intake. The shrimp will be sucked into the filter eventually without something covering the intake.

This is a hard question. People have kept Betta's with shrimp successfully. But it really depends on the Betta's temperament. There's more stories where the Betta has went on a feeding frenzy on eating shrimp. If you have a ton of hiding spots you might, but do you want to chance it type of thing.
