Question 1

Is this suitable for walking a small dog?  I have a Jack Russell/parson Russell cross who is only about 13 inches at the shoulder.

If your dog walks nicely on the lead, then it's fine.  I have a labradoodle who is no bigger than a toy poodle and it's ok for her but if she's pulling it is a bit awkward because the stretchy' part of the lead is quite stiff and not very much give in it.  It's really better for someone running with a medium sized dog or walking with a steady dog whose not inclined to pull.  I would suggest contacting the merchant - they're a new company who are keen to help customers to get the best out of their products.

How big does the belt go?

It can extend quite a bit,
I haven't extended to full potential but I having it at around 30inches and it has at least another 15-20 inches of spare potential

Would this lead fit a larger mobile phone? 5.7"? Thanks

I think it would be a stretch, but it might fit. I've just measured mine and the inside is 13cm long, but you can get 14cm if you pull it tight. It is about 8cm wide. The material has a bit of give in it. My iPhone 5 fits inside just fine,vwith quite a bit of okay to the sides if anyone else is reading this and needs to know! There is a second zipped compartment for your keys etc too.

would this be appropriate for me to use to walk my dogs whilst on my mobility scooter?

I would say no, however, there is a gentleman near where I live who has a mobility scooter and he has many dogs with him but the leads look more robust and thicker material, possibly ask the company from were you are thinking of purchasing the lead
