is the inner liner tight enough to hide a persons excitement

That all depends on: a) how excited you get, and b) How much excitement you have to hide. .... The inner liner is tight enough for all normal activities. ..... If your excitement is small it won't show, if your excitement is huge, no amount of liner can prevent people from seeing how excited you are.

What kind of underwear do you wear with them?

Underwear!?! The French wore underwear with ranger panties, and the Nazis invaded easily. Be a man, and protect America! If you're Canadian maybe you should wear underwear. It gets cold there. Are you Canadian, eh?

Do they have a net to hold all the bits?

These shorts DO have a liner. But I would not suggest storing your drill bits in these shorts. These shorts are designed to inspire freedom.

How comfortable would these shorts be to sleep in?

I sleep in them and find them comfortable.
