Does this bag have a strap on the back so it can be slipped over the handle of a suitcase

no strap on the back. I carry it on my shoulder or wrap the shoulder strap over and around the handle

Can it go on the plane general luggage as it cannot be carried in as hand luggage ?

I have taken it on board as hand luggage with no problems and also packed it in a suitcase for storing in the hold. If taking on board as hand luggage, I would suggest taking it out of the case at the airport security screening as though it was a laptop.

Does the printer with the battery installed fit in the case please?

There are 2 compartments in the case, one for the printer and the other holds battery, cables etc.
