Anybody have them replace a really bad quality knife?

I think this knife falls into that category of a really bad quality knife. Mine pitted out the first time it got damp. Holds an edge as well as a butter knife. Good sheath and good looking but that's it for this knife.

What is the purpose of the three slots cut into the blade near the hilt?

The purpose of this is to run sinew through in order to make cordage. It's model off of an 1800s style rifleman patch knife.

Does any one know what type of steel this is? Someone said it rusted....maybe carbon?

Hi. My guess is some type of high carbon stainless. I ordered two at the same time. One had a polished blade and did not trust. One had a unpolished blade, and rusted. Consistency was just not there.
