Can you move it like other decals?

You can remove it easily, but I don't think the adhesive will be powerful enough after the first use to stick to a new surface. The adhesive takes some time to settle, so if you are just putting it on that first time you can readjust right then if you didn't apply it straight or something, if that is what you are asking. After an hour or so on a surface, that will become its new home, however.

is it made by paper or plastic?

This is made on adhesive polyester, which is kind of a cross between paper and plastic.

The photos show one with red "foot-inch" marks (ex: 6'2") and one just black and white without the foot-inch marks. How do I know which one I'll get?

You are seeing the top and bottom of the same ruler. The red markings do not start until after 12", where the black numbers continue on up (like measuring 14"), and the red numbers start describing that same spot as 1'2".
