Will this prevent my rug from slipping when we have a ceramic tiled floor?

Yes it really does work on wooden or tiled flooring have used on both. They are excellent and great value for money. Tried lots nothing worked as well as far as I was concerned.

Do you have one for 290x230 rugs?

Yes and it's great. Had to trim slightly but stopped rug moving on laminate floor

Should this be smaller or the same size as my rug?

Slightly smaller. If it’s the same size you would need to trim it as it’s impossible to get it into place so you can’t see it.
